Concerning: Subpart C Pay, Sections 9901.301 to 9901.373 Individual pay increases for performance on the job should in no way be left up to a supervisor who can and possibly could be biased against a worker for any reason, either be it race, religion, sex, or just plain personality dislikes. Our pay increases should be understood by all and have a set percentage in the regulation. Subpart D Performance Management 9901.401-9901.409 To be fair to DOD employees, we should be able to appeal and or arbitrate our performance rating if we feel we have been rated unfairly due to lack of fairness from supervisors as we can now. Subpart F Workforce Shaping-9901-6012-9901.611 I have been a reliable and commited employee and any layoff or RIF rules should still be balanced and give credit to performance for all the years that have been served. Subpart G Adverse Actions-9901.701-9901.810 As the standards approved by the courts at this time, fairness is given when a major suspension or a probable termination can be deemed unreasonable and the proposed penalty can be changed. This process is the only way to ensure fairness from supervisors who may have a hidden agenda against an individual. Subpart I Labor-Management Relations-9901-901-9901-929 DOD is trying to create a company dominated dispute board where there will be no actual recourse for the employee, where we will not have a dispute board made up of not only management but also union representation. This labor management law in effect now has allowed employee's the right to organize and engage in collective bargaining rights or grievance rights and there is no reason to take that from us. I feel this proposed NSPS is to do only harm to all DOD civilian employees and take away any feelings of loyality to the government. This proposal is for management and not one individual should be given the right to decrease our pay without our right to appeal their decision or the right to terminate an individial for what could be personnal issues instead of performance on the job. This proposal will only lead to qualified individials to seek employment outside of the DOD system leaving our mission compromised.
