I feel it will hurt the workers if the boss doesn't like him and wants to remove him from service so he can hire his friend and relative. It will give a person little to look foward to. No pay raises. Unless he is in tight with the boss. Where is the money coming from for everybody in this pay band? Will the pay band get more money to work with every year or will their be a decrease. Its looks like a way to get rid of the baby boomers that are getting ready to retire. It looks like the goverment is going back 20 to 30 years the way the old system was used to hire people.
