I wish to express my concerns about the proposed regulations of the National Security Personnel System (NSPS), that was printed in the Federal REgister on Feb 14, 2005. I am sending this to the DOD and my representatives in Congress. I have been at DOD for about 8 years, and think it is very unfair with the changes proposed. I think we work hard, are, and will always be committed. Changing the way workers are paid, evaluated, promoted, fired, scheduled, and treated are totally unfair. Annual Pay Raises Pay was never an issue under the General Schedule and FWS; being funded by Congress and could not be taken away. This will not be the case with NSPS. Friends of the Supervisor Pay System The amount of a worker's salary will depend mostly on the personal judgment of the supervisor or manager. Workers will be forced to compete with one another for pay raises, which will cause all kinds of problems, not to mention teamwork and lack of morale. Even with that, it's still not guaranteed that the best workers will receive a pay raise or the pay offered will be fair or competitive. Workers will be afraid to speak out about harassment, violations of the law, and workplace safety problems. With that kind of control by supervisors or managers, there will be no impartial appeal system to assure everyone will be treated fairly. Schedules and overtime. NSPS will allow managers to schedule employees to work without sufficient advance notice of schedule changes, thus making it extremely difficult for working parents to care for their children and family. Abusive managers could harass employees with bad schedules or short notices. If overtime rotations are cancelled, employees may not be able to plan adequately for childcare and other responsibilities. Civilian Deployment. Federal employees could be assigned anywhere in the world; even a war zone, with little or no notice. We are all proud to serve our country but we also have an obligation to our families and other personal obligations. We signed up for a civilian job, not to enlist in the military. The present volunteer system we have seems to work quite well. America is at war, fighting for democracy abroad. This proposed regulation is an attack on workers basic rights. I only ask you force DoD to rethink this proposal. We need work rules that preserve fairness, serve the dedicated Americal people, and respect the rights of Defense Department workers.
