This document is very confusing it appears a though the primary objective is to reward favoritism which translates to evilness in high places considering that the very nature of mankind is wick. I believe the objective is to cause confusing in the work place. Consider that the workers never had the power associated with achieving excellent. The achievement of excellent has been a function of leadership. This unfair system appears to be based on ungodly principles and in my view is an unamerican and will cause problems. For example inorder to get an above average pay raise the workers will need to do above average performance. the very nature of that thought reflects the problem. Consider that an above average performance is based on a very subjective judgement. Subjective judgement means the returm of reward based biases for the supervisor and this translates to all types of discriminations for example racial biases, sex favors etc...etc, abuse. I am certain of one thing if Congress allows this very complex change to take place it will be followed up with a lot of lawsuits and foolishness in the workplace -- Bottom line this one change will cause evilness in high places.
