This is the most regressive pay scheme I have ever had the misfortune of reading. Among it's many flaws the DOD feels that it's supervisor force is somehow capable of rating members fairly and effectively. This hardly even has a toothless provision in the mass of legaleese to remove a sub par supervisor. This entire proposal does nothing but bring back the failed programs that allowed cronyism and actually encouraged it. Bad supervisors cannot fix anything with this program because they are not able to they're BAD! Are you planning on somehow tranforming every worthless supervisor and manager into a intelligent, fair person...........I'd like a pair of those rose tented glasses. Town Meeting? No one I've talked to was ever invited to attend one of these farces.........guess this wasn't one of the selected DOD areas. This program uses DOD assigned judges called a MSPB for grievance process..........DOD EMPLOYED LACKEYS, we're all confident they'll be impartial I'm sure. Here's is my favorite portion, and I quote Non-Citizens can be hired into the excepted service when a qualified citizen isn't available, end quote. Somewhere in this USELESS PROPOSSAL it states that the proposal is for, quote National Security Reasons end quote. Sorry if this provision strikes me as ludicrous! One part I do like is the fact that an employee can asked to be reduced in force and if accepted they will be treated as if they were involutarily RIF'd. I foresee this being the most widely used action of the whole proposal . To put in in a nut shell....................this is just a pathetic attempt to bust the federal unions. Unfortunately since I just read the most recent liberal / socialist union manifesto, bashing any non-liberal politician in sight I have to conclude that our unions brought this on us. Thanks guys you suck as bad as they do.
