Comments:

The managers I work with do not communicate with enployees and do not as a whole treat employees the same or fairly. Therefore, to have them involved in my pay or others I work with would be a hardship. Many would be paid less than their counterparts in private industry as a result. There would be an even greater discrepancy in pay than there is today. I feel supervisors will only reward their favorite employees. I do not like the idea of there being no accountibility for supervisors and all employees being treated fairly and the same. The GS pay is much better and fairer. For new employees the same probationary period should be set for all employees in the same positions and limited to 3 years maximum. I feel there will be more fraud in the government because of the new pay banding because supervisors will be in control with no real recourse from the employee. I also disagree with the new mitigation actions and appeals procedure for the NSPS. The old standards were better for the employee. I disagree with lesser rights of employees. This will only further fraud and abuse in the government by supervisors.
