As a new employee to the government part of the reason I chose to enter into this workforce was it provided a fair way to compensate its employees. As my situation is unique and only applies to me I took a significant pay cut to enter into the government with the notion that through out the years I would be able to exel and contribute and be rewarded for my work ethic. Sometimes you have to take a step back to take 2 steps forward later on. By implementing this new system it appears from my understanding that the financial benefits that the government once provided will now be eliminated. The advantage the government receives by recruiting outside employees that have experience in the private organization comes with a lot of benefits. There experience on how the "real world" works helps them contribute more. How does implementing this system help the government keep on new employees especially the younger generation that tends to have more options then maybe another? The loyalty is not there and the organization could loose potentially career long employees for the government. There is no incentive to keep the cream of the crop and to help build the DOD to include the best of the best that is out there. The governement can not compete with outside organizations under this system.
