Retirement Benefit Calculation: I see that retirement benefits are based on the highest three years BASIC PAY, and do not include any merit payments. This discrimanates against those who work hard to earn bonuses by reducing their retirement pay to the same level of every one else. How can this be called an incentive? Are there any plans to correct this before plan takes effect?
