The NSPS states your immediate supervisor will decide how much of a raise you will receive. If the manager is not held at the same standard why would they care about your raise. My concern is I am a steward of good government i support the mission of the dept of defense. If my supervisor is an active duty soldier his/her pay is decided by rank and oer. If they dont make rank they still keep there pay and cost of living anually this is apples to oranges. The pay systems will not work if you have active duty people in charge of civlians. Deploying a civlian I have no problem going anywhere in the united states and overseas accept for war zones civilians are not trained to be placed in those areas. We are the back bone to dod and support the mission as health care providers we are dedicated to taking care of those wounded in action and supporting there families.
