It the past years there has been a concern within the upper ranks of the individual services about the "brain drain" of employees leaving federal service for the private sector, taking with them knowledge, expertise and the dedication to get the job done right the first time. With the NSPS in place, knowledgeable new workers will come on board and see the ambiguity of the jobs the "politics" of the evaluation process and pay distribution and out the door they will go.
