I believe all the proposed rule changes I have seen relating to the new NSPS system is a HUGE step backward for federal employees. I firmly believe it will encourage abuse, the return of a ‘quid pro quo’ manner of currying Supervisor’s favor and rampant discord among employees who realize their job skills will not be as important as having the ability to ‘brown-nose’ their current supervisor. This system will discourage hard work, being a dependable employee and dampen any employee initiative to improve job skills or performance. All the task forces, town hall meetings and power point slides in the world designed to sell this system will not overcome the obvious flaws and opportunity for disaster this system sets in motion.
