I do not understand how this is going to get rid of the "good old boy". Right now the "good old boy"/"suck-up" who does a mininum amount of work gets the same or better appriasials- the same end of the year bonus as the worker who does his/her job above or beyond what is required. The new program to me give the supervisor/manager free rein to now give the "good old boy" a raise and the worker who is doing above and beyond is getting nothing because the supervisors does not like them, or they do not get along with the other employee ("good old boy/suck-up")because they are not doing their job, but because it is the "good old boy" the supervisor will still show favoritism toward him/her. What recourse does this employee have except to become a "suck-up", just to save his/her job or pay. I also did not relize that our system that we have been under had an effect on the security of the United States against terrrorism.
