9901.373 – This could be a big mistake during times of transition like what DLA is going through right now. It has taken years and is still going on trying to define positions. Would our raises be held up because our positions have not been defined yet? Why wouldn’t locality pay be the same for employees living in the same area? The government is already behind the local market on what we get paid versus private industries doing the same type of work. As far as performance payout, it is already hard with set standards for those not in the “good ole boy” network to get awards, higher positions, etc. This will make it harder because then it really will be “who you know and not what you know” that will get you pay increases. Right now we see awards being given to those who appear to be laid back, sleeping at their desks, the whole group taking long breakfasts together on a daily basis, and the ones who will go tell supervisors what everyone else is doing, yet don’t tell how many or the duration of their hourly smoke breaks. This is going to make this type of award system even worse. If management does not like a person for whatever reason then why in the world now they have the authority to set a person’s raise amount? How is that going to be more effective or efficient? Around here if management doesn’t like you now then you are in a bad position this is going to give them even more power. 9901.409 – Working in the government a person has to get used to change regularly, now with them being able to change expectations at any time, how will they be able to place your evaluations on performance ratings? How is that a good idea? If the money is not available then they can say that you did not meet the new performance standards so you don’t get the raise. People have families, responsibilities, bills, houses, etc which the prices go up on a yearly basis. If things are constantly changing and there is no guarantee that pay will go up how are they supposed to live? This could cause the government to be in constant need of employees and not meeting standards. Since the civilian world offers better pay and better benefits and now we are going to be like private pay and cannot be guaranteed rewards, or increases, what will there be to keep employees? What will happen to the customers? Why then should someone take a job w/ the government verses private industries? It used to be that the government even though the pay was less, you were guaranteed raises, and stability so it was worth staying, what will be the reason to stay with these stipulations? You will lose lots of good employees. If you are handing out junk, you will get junk back. It will cost the government way more money and lots more loss in the long run. Good Luck! I have been in the civilian world, the military, and a government employee. Private industry is really bad and to bring it in here is a terrible idea. You lose fairness, objectivity, good people moving upward, hard workers getting compensated, and all of the reasons people choose government employment. It certainly isn’t to get rich, but in the long run the job security and raises were worth it.
