Who are you kidding? Maybe the average American who has never dealt with Civil Service will buy the idea that benevolent, well intentioned, executives, managers and other supervisors will put the good of lower graded employees ahead of their own interests when they divide up the ever-shrinking pool of funds for COLAS and merit raises. After twenty years of service, I tend to doubt it. I view NSPS as a way to finally eliminate Unions, Merit Systems Protection Board, and other involvement in hiring, firing and promotion issues. We have already seen the use of the National Security label to justify anything and everything that Mr. Rumsfeld and friends want to do that would otherwise be prohibited by the Constitution. NSPS is just another step down the slippery slope towards consolidating the control of the government, and its employees, under a select few appointed officials and their loyal followers. Note that I mention loyal followers, for if, as an employee, you disagree with your superiors, you will probably be considered dis-loyal, and therefore a threat to democracy that must be eliminated.
