Dear Sir: I have deep concern with this new system you are wanting to implement to Civil Service. I have worked hard for 20 years and to have someone in and decide to take my pay down for any reason does not seem fair. At any time someone could get a supervisor that does not like you for some reason or another and you could be the hardest worker, but they may just not like you and that could cause you to never get a increase in pay. The way the economy is today with prices going up up up we as Americans with families who truly work cannot afford our money to go down. I am concerned since I was rifted and have a set pay which I earned and to have someone to decide to cut that I feel is wrong. If budget is based on increases or what our pay is set at I feel it would truly be wrong because surely a manager is gonna make sure he or she gets her money first and if any is left over then you may or may not get something. Each budget will be based on different bases. I agree we have people who are slackers and do not work as they should, but if managers would do what they are suppose to now and document and get rid of those people then we would not have a slacked work force. Since most managers do not do that now I feel no difference would be made in changing the way things are. No one in higher official offices have to worry about this because they make lots of money and can retire in 5 years with a good paycheck. We have to work 30 or more years to even think of that. If budget, is based on salary who is to say they will not cut our health benefits and what will we have then, we have to many Americans without health care now and America is taking care of everyone else but their own people. My daughter has temporary custody of my nephew and the welfare system is suppose to help her with the daycare and a check, she has had him almost a year and no one will answer her calls or even do anything and she is divorced and has three kids of her own. Now tell me how our system is suppose to be working to help us. People with children do have kids who get sick or have problems that they need to take off work for and that is why we have leave. In this system if managament wants and you cannot come to work can simply get rid of you. What does this say for unemployment? How will families survive? There is alot of concerns in this system. I as an American voter am very concerned. Their is many more issues but I have listed just a few. Please address this with the greatest concern. Sincerly,
