UPDATE THE "COMMENTS" SITE!!!!!!!!!!!!!!!!!! The DHS regs had 99% negative comments just like this one and it still went into effect. Why do you torture people into thinking they can make a difference. We've already seen what happened at NASA under a similar system. Tell everyone the truth, don't mis-lead the employees like NASA employees were mis-led. "Contribution to mission" is just another way of saying the boss gets to pay the most important people the most money! That's what happened at NASA!! OPM even allowed it to happen even though there's nothing in the SES regs about "scope of position". NASA managers even admitted it. What will it take to get you people off our backs?
