These proposed regulations have huge problems. First off, CSRS employees should not be subject to these regulations. Secondly, how can you possibly believe that a pay for performance system will be fair and impartial? Then on top of that, you have reduced the rights of Unions to protect employees. Absolutely none of this has to do with National Security. You already have a system in place to give top performers rewards and to get rid of poor performers. We have done an exceptional job of providing support to our Military. It is our leaders who have failed us and caused Sept. 11 to happen in the first place. So now you want to punish the little people for the mistakes of the ones who are suppose to be our leaders. These proposals will hurt our National security. You keep saying that you will consult with Unions for their input. All that means is that you'll listen and then do whatever you want. You will justify these regulations on the basis of National Security when in fact almost all of these regulations do not relate to our National Security. Even if it was felt that some personnel changes were needed, this has gone way beyond that, You have completely changed everything. To say that you can deploy civilians is ridiculous. What are we suppose to do with our families? We always use volunteers and we have always been successful. When needed, Federal employees always step up to the plate. It is Human Nature that when you are ordered to do something, you have resistance, but when you are asked to do something, usually most people give a positive response. Volunteers have time to prepare for family needs. Even when there are emergency situations, federal employees have always responded. How can you expect to attract and retain high quality employees when you offer little protection, do not reward loyalty from longevity, do not offer a guaranteed cost of living raise, tell employees that they can be deployed at a moments notice, etc. etc. etc. Would this kind of job attract you? Who will want to work for the Federal Govt. under these rules? Tell Donald Rumsfeld, Dick Cheney, and George Bush that they might as well leave our National Security up to a foreign source. They can ship these jobs overseas too, because certainly no American will want to work under these regulations.
