I have been reading over 5CFR Chapter XCIX and Part 9901 National Security Personnel System Proposed Rules.I think the changes will have a negative impact on the system that I have served for 23 years. I'm a typical Federal employee. I maintain outstanding evaluation ratings, and occasionally receive awards for service performed. In my career I've come to realize that federal service is always about percentages. Only a predetermined percent will be eligible for awards. Just as only a percentage will be tier one, two, or three. Competence or lack of is equally distributed among all levels of federal service, managers, technicians, engineers, and has little relevance to ones pay grade. Regardless who thinks otherwise, the current system is probably still the fairest to the career employee. I have serious concerns about giving economic power to some of the managers I've worked for during my federal service. Is their favoritism in federal service, yes. Will there be under any new system, absolutely. How that will be tolerated when it starts to affect an employees finances will be interesting. I don't feel like anyone has explained the relationship between how I'm paid and the national security of our country. I found a flow chart identifying the individuals involved in this transition process. I noticed a lot of names were interim or temporary appointment to these positions of power. This doesn't leave me with a confident feeling about this transition. How many of these power people will be around to serve under the system their creating. I know Mr. Rumsfield won't.
