Comments:
1. A major justification for the NSPS is to move from an entitlement based system to a performance based system. I am a retired rated senior officer and am perfoming a job previously performed by an active duty rated officer - - doing the same work. I find it interesting to note that Active Duty pay is based on rank and time in grade. In other words, it is "entitlement based." If "entitlement" is a bad word in the civil service, when will the Active Duty pay system be moved to a performance based system similar to the NSPS? 2. The Pay Pool manager will not have "quotas" since they are not legal. He will have "goals" which are legal - - and are the same thing as "quotas."
