In the discussions and materials that I have been provided by my organization, no one has discussed how congress will ensure that civilian salaries will not be used to pay other Department of Defense bills. It seems like salaries will be at the whim of management and available funding. I have been under the Merit Pay System, in fact was still under it until Oct 2004 even though the law expired in 1993 because management did not provide an accurate job description from Jan 1993 - Oct 2004; Merit Pay didn't work. What makes congress think that this system will work or that civilian pay will not be used to pay the war bills?
