Salary dollars to support NSPS. Current salary dollars under the old system is figured at 2% per year for inflation. When in fact the cola is normally 3.4%. This places all commands at a disadvantage and they must use mission dollars to supplement salary costs. When you submit a POM request to bring your salary cost back in line it is usually disapproved. Again resulting in the decrease in mission to support salary. Without the actual cost being fenced I do not understand how the system will be an improvement over the current. Another question might be to fix the problems with the current system rather than move to a new system with the same problems.
