I truly believe that this proposal should be re-written...If an employee has a supervisor that does not like them, granted the employee is a good worker, comes to work on time, does not call out sick, the supervisor will take pay if given the chance and the supervisor will smile in the face of the employee. Let's get real when you want to start taking someone's pay. Good employees are always last on the list and first to be punished. The government wants and boldy asks that if an organization is frauding, turn them in. Whistleblowing is the term...Whistleblow. Your pay will be cut, you will receive letters of reprimand, and the list goes on. The civil service system rewards the bad apples, dirty employees. If there are "lazy workers, then the reg should cover punishment for them. I agree with congress on lazy workers, but what about the good employees. This is the route this reg should cover to weed out the "lazy worker". Not give a supervisor the right to punish you because they do not like you or a family member.
