My "comment " is that this new system is going to be put in place for Navy DoD employees with many unanswered questions. I cannot find, in the Federal Register, any reference to pay situations for employees who undergo desk audits, and find their jobs "downgraded", i.e. with reorgs their duties are lessened due to changing technologies. In that instance, can management pay you less? Reduce your pay? What is the recourse for this? Too much power is being shifted to management without adequete information for the rank-and-file. Also, what are the situations that can cause you to be fired? If we don't know what they are, how do we know when we have violated them? Is there going to be a printed booklet for the employee like we get for the present system? The bottom line is that Uncle Sam is going to do what it wants to do reguardless on how we feel. I just would like some answers.
