With respect to Subpart D, § 9901.405 the performance management system should require supervisors and managers performance include an element for a performance review by the employees under their control. The current personnel system and the proposed NSPS establish a top down performance management approach. “To ensure accountability at all levels” and “to achieve real results” supervisors should be accountable to their employees, managers should be accountable to the supervisors they manage, and managers should be accountable to senior managers. In the spirit of teamwork, respect, and accountability the performance management system for each level of leadership and management should include input from the personnel directly beneath.
