Among the many things not addressed in this new proposal, is the fact that certain organizations such as ours, are Most Efficient Organizations. Does this gestapo style takeover supercede A-76 law? Our re-compete is due in two years, with the drafting of the Performance Work Statement having started recently. If NSPS comes in, does that negate the A-76 process, and consequently eliminate possible outsourcing? I don't think Uncle Sugar has refined this cluster of a plan enough to implement it. It is so obvious that the system is designed to allow supervisors an easier avenue to manipulate their manpower structure by promoting and preserving the careers of kiss-ups. I would be better off if our unit lost the next round of outsourcing to a contractor. That would put me out the door with a pension, (reduced by 4% due to age requirements) but at least it would be locked in. If NSPS can change some rules, it can change them all.
