It is inpossable to voice informed complaints against NSPS because DOD has not told anyone how it will really work. All we have been given are how it will be implemented not how it works. Pay for performance has nothing to measure by so there is no way to meet any standard. If DOD has policy it has been kept secret and is suspect. DOD has exceded its mandate by disreguarding all of USC 5 chapter 71 instead of the two provisions granted it. National Bargaining and creation of an independant resolution board. No where does department regulation suppercede Fedreal law concerning federal employee rights. The regulations released so far, attempt to make civilian employees into Active duty personel at much lower cost to DOD. With so many civil service employees having been, or currently deployed. And with the possability of re deployments. The return to civil service to find hard won rights stripped from us will create large numbers of people leaving at a time when our country needs every experienced person to keep watch. If you want larger active duty forces then go before congress and ask for them.
