I have opposition to the proposed regulation regarding the new federal pay system. The regulation appears to limit the employees' ability to dispute or defend himself against certain employment actions. Direct line supervisors and managers are given too much power in deciding an employees' salary, bonus, and promotion potential. In a perfect world managers would judge the employees work fairly and impartially. However, we do not live in a perfect world and many times managers do not judge an employees' work fairly. Too often it is judged based on how well the manager likes the employee. Very little merit is placed on the quality and/or quantity of work the worker does. Rather than punishing the employee by limiting his rights, the focus should be on developing better managers and supervisors. Moral and productivitiy are a directly related to the quality of management. When poor managers are given absolute power over employees, productivity suffers. Building a better equipped and more responsive workforce in this manner will be difficult. In these uncertain times, we need to unite and work as one, for the common good of the nation.
