According the the published NSPS system" there are several areas that will require DOD to promulgate implementing directives, instructions, manual, and other issuance that provide the detailed procedures needed to implement the system". By its own admission, " a performance management system is only as effective as its implementation and administration. To that end, DOD is committed to providing its employees, supervisors, and mangers with extensive training in the new performance management system and its relationship to other HR policies and programs". With this is mind, it appears contradictory to the projected implementation time frame. The first implementation is scheduled to take place as early as July 2005. How can "extensive training" by given when the final congressional review of the system will not be complete until mid May and the details of the system itself have not been established?
