My comments relate primarily to the Guiding Principles and Key Performance Parameters. This section states that "managers will have flexibility to manage to budget". The Navy tried a "Manage to Payroll" procedure several years ago. It worked well initially. However, eventually Headquarters commands evolved away from the system to a system of micromanagement, hiring freezes, hiring waivers, and all kinds of related paperwork. Unless NSPS mandates this flexibility feature, it will never happen because too many Headquarters commands enjoy doing execution work and micromanaging their subordinate commands.
