Comments on Proposed NSPS Regulations--RIN 3206-AK76/0790-AH82 Knowledge and experience have led to the present civil service structures and regulations. They may need to be tweaked but not as severely as proposed. Management does not need the extreme authority being proposed. Management is already equipped with necessary and appropriate powers. When management chooses to use them they are very effective. The present regulations ensure humane and fair treatment for all in the workplace, workers and management alike. Appraisals are necessary. But, they should not be as powerful as proposed. They are a good way to help employees improve their performance. They are a good form of documentation. But they will never be without faults. No matter how diligently supervisors and managers work to create a dependable and just appraisal system, appraisals will never be as reliable as the new NSPS demands. Appraisals are not flawless and they are not reliable enough to use as the sole bases of an individual's career. Unions are the employee's voice. The unions' rights should never be abolished. When workers are valued and respected they work hard to accomplish team goals. When unions are discredited, ignored and silenced it officially removes employees from the team. Hard work and dedication are the federal employees' legacy. They are devoted to their country and have a strong desire to contribute to its success and greatness. To them federal employment is an opportunity to serve their country. Devoting their lives to their county fills them with pride. The proposed changes will create an atmosphere of individual self-promotion and destroy the present dedication to team goals. Working for the federal government will become nothing more than a means to an end, not a selfless dedicated commitment.
