The section I am most concerned with is the proposed procedures for RIF. As it is proposed employees are placed in competitive groups's as follows: 1) Tenure Group 2) Veterans' preference 3) individual performance rating and 4) length of service. There have been discussions at Scott AFB of merging jobs into an office under another command here at this base. If that is done, it is possible I may be RIF'd even after 28 years of service and even though I have received good performance ratings. This doesn't seem fair simply because I was unable to serve in the military which would have preference over a civilian who never served. If two offices ar merged within a division, it is most likely that the supervisor obtaining the additional work would retain that supervisor's position even if they only have 5 years of government service and the supervisor whose office is being transferred could be out of a job with many years of service. This doesn't seem just. I think the pay system is acceptable but as I near retirement, I fear I could be displaced because of mergers and reorganizations even though I have more years and good performance ratings.
