I have a general comment. I read the entire publication and (although I may have missed it) I did not see where annual cost of living increases were addressed. From my point of view as a supervisor, it is absolutely essential that annual cost of living raises be allowed to continue under the new system and should be applicable to all employees regardless of their performance appraisal rating. Cost of living increases should be maintained and be separate from any pay increases that are due solely to merit or ability considerations.
