The NSPS are industry based standards being imposed on government entities. The goverment does not operate like industry and therefore, this system will never be implemented properly. The current personnel system, although not perfect, works fairly efficently while protecting employees against a certain amount of "favoritism" to ensure that employees who do their job are fairly compensated. Are non-performers rewarded - YES. Is this the systems fault? - NO. IT IS MANAGEMENTS FAULT. And there lies the basic problem with both the current and proposed personnel systems - management. Will the new system solve these issues ? No it will only empower management and encourage those who currently abuse or work around the system to do it more easily. If you look at the majority of management in the government it comprises employees who have worked their way up the pay scale to the point where management was their only means of gaining further advancement. Are they trained to be managers - for the most part NO. Are they trained in finacial fiscal management - for the most part NO. They in may cases have excelled in their area of expertise to the point where they reached a management position. Industry brings in people to perform specific tasks who have specific qualifications to perform those functions. Will the NSPS which gives management total control over management, fiscal and personnel issuses provide the basis of eliminating this injustice? NO. Do you know of any manager who will admit that he can not manage and step down to place a more qualified individual? The employees are the only ones who will experience the undo wrath of the NSPS.
