Part of the new system is to weed out and punish bad or useless employees. In my experience a lot of the useless employees are bumped up to management because they cannot do the technical work. These members of management who couldn't do the technical work will now be deciding how well the technical work is being done. We have managers who have admitted they don't understand what their employees do. Now these managers will decide how well people are paid? Scary is the nicest word I can think of.
