One of my concerns is the paybanding portion. A lot of power is now given to a supervisor to rule our pay. If you have a good relationship with your supervisor than one is not to worry, if you are a good performer. If your relationship is bad, whether your do good work or not, you can be penalized. That is scary reality. I am still unsure about how our union agreements will be handled if NSPS goes into affect. Will the union loose the power it has now to defend the civil service employees if there is already an agreement with our organiation and the union?
