My comments relate to the Staffing and Employment Section. This section states that the Deparment needs greater flexiblity to attract, recruit, shape and retain a high quality workforce. The section goes on to state that DoD will be given an expanded set of flexible hiring tools. The current recruitment and retention problems are not the result of the current system. We have lots of good tools available. Howvever, some Navy Headquarters Commands do not allow their subordinate commands to use these tools. Instead, they impose hiring and promotion freezes and other restrictions. They also will not allow the use of buy-outs to restructure the workfoce and they will not allow managers to hire to new skill sets. Recommend the new NSPS mandate that managers be allowed to use the "new" and existing tools and that Headquarters Commands not be allowed to impose policies that essentially negate the benefits of NSPS.
