My comments have no specific sections, but a concern and statement in general. When the Government leaves it up to an individual supervisor (considering the vast number of supervisors I've had in 22 years), to have control on whether or not we worker bees get promotions, good appraisals, etc. is ludicrous. I feel the government lives in a fantasy world of make believe. My only question is "how stupid can the top echelon of our government be"? It never ceases to amaze me. LET ME SPELL IT OUT "THE NSPS IS A BAD IDEA".
