Comments:
1. Under NSPS there is no reason to try to be a team member. I will now be in direct competition with those on my team. This will create a 'keeper of the knowledge' mentality in the workforce. 2. Now my pay can actually go backwards? Why would anyone enter the civil service under those terms?
