re NSPS To whom it may concern, I have a few questions and comments regarding DODs proposed National Security Personnel System. First, what does this system have to do with national security. What security benefits does it offer over the current federal personnel systems (CSRS and FERS)? The new NSPS is supposed to provide more flexibility in hiring and promoting people? Does this mean it cannot be done with the current systems? Personnel treatment is supposed to objective and fair; but it certainly appears that the new NSPS is extremely subjective, and that the workers have no unbiased third party to arbitrate. Is this what is meant by "flexibility" of the new system? There is a great deal of concern that veterans who risked their lives for this country will be stripped of all their rights in the consideration of promotions and RIFs. Please tell me this isn't so! I hope we can either retain the federal system that has protected workers from unfair treatment for so many years, or at least ensure that the NSPS will have a more objective system of assigning promotions, pay raises, bonuses and appeal rights. I feel that an independent, unbiased third party representation (Unions) is vital to ensure fairness and increase morale. Thank you, Steve Blanchard
