General Comment: earlier comments have highlighted the fear held by many employees that the general lack of interest military supervisors have in civilian personnel matters will be particularly damaging once NSPS is implemented, when military supervisors' ratings of civilian subordinates start impacting the civilians' pay even more than it already does. While that perception of military indifference is not always valid, what is true is that if the military perceive NSPS as just a civilian program that they can safely ignore, NSPS will likely fail. There has to be an attempt made to stress to the military how important their NSPS supervisory responsibilities are, and the best way to do this may be to address it in the military performance evaluations. Recommend that the military performance reports be modified to stress that the supervisory duties being rated include supervisory responsibilities for civilians. In Air Force, AF form 707A, Field Grade Officer Performance Report, part V. 2. Leadership Skills already has the rating factor [Fair and consistent in evaluation of subordinates.] Change language to read [Fair and consistent in evaluation of both military and civilian subordinates.] AF form 707B, Company Grade Officer Performance Report, part V. 2. Leadership Skills should have the following rating factor added: [Fair and consistent in evaluation of both military and civilian subordinates.] Likewise on the enlisted side, AF form 910, Enlisted Performance Report, part III. 5. How Well Does Ratee Supervise/Lead? should have the factor explanation language changed from [...feedback, and fosters teamwork.] to read [...feedback, fosters teamwork, and evaluates both military and civilian subordinates fairly and consistently.] AF form 911, Senior Enlisted Performance Report, part III. 3. Leadership, should have the factor language changed from [...evaluates subordinates fairly...] to read [...evaluates both military and civilian subordinates fairly...] Recommend that AFI 36-2406, Officer and Enlisted Evaluation Systems, also be revised to include some similar language, and that similar changes be made for all of DoD. Making these kinds of changes to the ratings reports will have little impact unless the military rating officials actually consider them, but making the changes should at least put military personnel on notice that how seriously they discharge their supervisory responsibilities over civilians will in theory at least impact their own performance ratings.
