Comments:
The proposed system now becomes a personality based employee performance rating system. The existing system at least assures an employee a step increase every two or three years, regardless of whether or not their performance is deemed "acceptable" by the supervisor or command peers. While no system is perfect, the latter controls favoritism within the command.
