On paper this concept sounds good....in reality, anyone who has worked for the government for any decent length of time knows the fallacies of it. Are our civilian pay budgets going to be increased to properly reward those high achievers? Apparently not, so that means to adequately reward those deserving ones, we will have to take away from those employees who need improvement for whatever reason. What a motivator that will be! Will this system truly make it easier to get rid of those that don't perform satisfactorily or will it be just another way to lock the supervisors in the quicksand of litigation and lawsuits? Give us the budget to make it work and we can, but without it, this too will fail.
