Adoption of the NSPS would be a major mistake. The NSPS makes it possible for an already overworked federal management team to take arbitrary actions which could hurt employees. The pay section means that employees unliked by management may not even keep up with inflation, seeing the real value of their pay dropping off over time. The replacement of the General Schedule with a confusing new system is a big mistake. The reduction in force section means that arbitrary supervisory appraisals replace long years of experience in deciding whether employees can keep their jobs with the federal government. An employee with 2 years experience may be kept, while one with 40 years of experience may have to go based upon the subjective evaluation of a supervisor. The unions are put at a disadvantage in labor relations, as the non-negotiable management rights are expanded.
