Pay Banding would be an acceptable pay system if the government followed the rules for establishing and maintaining the system with bargaining to be included ensuring the protection of employees, below is the some areas I find unfair. Bargaining rights: All Government employees that are not in management will be at the mercy of management when it comes to assignment of work, deployment, use of new technology, manaement reserves the right to change work place rules without a bargaining agreement in place. This is unfair and will cause low moral and greatly effect the work place production. Disciplinary action: New rules will cause the employees to have to produce a preponderance of evidence to overturn any disciplinary action. Defense will have the right to overturn an MSPB judge's ruling if it finds that it has an advese effect on "National Security" even if MSPB found that the decision was unwarranted. (Define, National Security)
