NSPS could work if: 1. Performance measures are consistent for personnel doing the same jobs. Two people doing the same job for different managers need to know that the one with just average performance will not be rated higher than the person that had outstanding performance. 2. Managers are held accountable for their staffs performance all the way up to the highest levels. This would give managers incentive to reward the good performers and not the bad ones because each manager's performance will be based the overall performance of their staffs. 3. Performance goals need to be effectively communicated down from the highest levels to the lowest staff members. Personal performance goals need to support management goals, which in turn need to satisfy upper management goals, etc...
