As a dedicated federal employee for over twenty years, I would like to be optomistic and believe that this new system will be a benefit to employees and employers alike.....however, I'm somewhat sceptical. I agree that there were aspects of the old system which needed to be changed however, the feeling prevails that new system is pro management and the employee is left out of the equation. I agree that good employees should be rewarded and substandard employees should not.....however, this current system assumes all employees are "guilty until proven innocent". It troubles me that if I disagree with my supervisor's assessment of my job performace, then I have little recourse to address MY concerns. Also, there is such hyprocrisy in that our elected officials vote themselves hefty raises each year, yet that raise is not tied to thier performance performance........I have voiced my concerns because in my heart I feel this new system will ultimately seal the fate of the government employee. Let's do more to attract and retain the dedicated, loyal and efficient workers or perhaps this new system is dedicated to "trimming the fat" from the work force.
