This system surely sounds good on paper, in theory. That is how it is designed. However, I hope our leaders are more savvy in weeding out fact from fancy. In reality the system is being rushed to deployment. If the premise is to design a system to enhance our Homeland Security, this is not the way to do it. We are allegedly to implement a completely new way of handling federal personnel, from hiring, firing, paying and promoting. But not one manager has been trained. Our Performance Evaluation system is now pass or fail. In addition to training, the entire performance appraisal system will need to be revamped. What is the rush? Why can we not hold this in abeyance until planning is complete. Then let the public comment commence.
