SAMPLE COMMENTS FOR NSPS CLASSIFICATION (Subpart B) 9901.201 to .231 In my opinion the massive number of OPM rules for hiring new employees slow down hiring, not collective bargaining. The vast number of DOD rules and regulations impede flexibility and rapid response to situations, not the pay system I am in or if I have Union representation. If NSPS were a good system and not someone's personal legacy, the entire process would have been done out in the open, with representatives of all concerned parties, at the bargaining table. Information could have been shared and the best possible plan worked out for all entities concerned. Managers and Supervisors already have the right to assign work and detail employees to different functions. How will NSPS enhance this? Not all Managers and Supervisors are fair and equitable in the treatment of their employees, how will NSPS improve this with the system of checks and balances gutted?
