Comments:
As a veteran of 3 levels of government, the proposed changes bring a welcome change. Government employees, while a valuable resource, should not consider their own welfare to the exclusion of the service & benefit provided to the taxpayer. I realize full well trepidations staff may have--the possibilities of favortism and unequal treatment are rife. To that end, the processes must be fully transparent and well documented so that the appeals process is fully apprised of relevant facts and circumstances. It also means that supervisor and managers must be held fully accountable for deliberate errors and circumvention of the processes .
