I think that the proposed system is a good idea, but I recommend one major modification. I would keep the annual cost of living increase in tact so that DoD can stay as competitive as possible with the private sector, and supervisors should be allowed to reward employees with additional pay raises, perhaps up to 10% for outstanding performance. This way employees will be able to maintain their current standard of living, while awarding the those who perform above average.
